Perspective on waste paper resources - problems and Countermeasures

Guo Yongxin, MBA of Tsinghua University, director of China Light Industry Information Center. He has published articles such as the great evolution of China's paper industry in 2000, the development ideas of China's paper industry under the general trend of internationalization, and the research on the development countermeasures of China's paper industry. He is the editorial board member of the 2002 edition of China paper Yearbook. He is a special contributor to the special topic "paper economy" of this magazine

mention: China's paper industry has a strong dependence on waste paper resources. In recent years, the relatively high price of imported waste paper has weakened the competitiveness of products based on waste paper. The article predicts that under other conditions unchanged, the price of imported waste paper will rise by 8% due to the increase in demand. In order to get rid of the dilemma, the article proposes to open up import channels, through joint procurement and other measures to resist the monopoly and bid up prices of waste paper merchants; At the same time, enterprises should also make scientific decisions on product positioning, raw material use and waste paper use proportion in order to maximize revenue

key words: waste paper; resources; Countermeasures; Competitiveness

waste paper recycling and reuse can save resources and protect the environment. For China, a country with a shortage of papermaking fiber raw materials, waste paper, which is cheap in developed countries, has become an important raw material for the papermaking industry. Recently, affected by the relationship between supply and demand and the fact that the country plans to impose retaliatory tariffs on imported waste paper from the United States, the price of imported waste paper has risen, causing anxiety among domestic enterprises, and the problems faced by China in the utilization of waste paper resources have also emerged. Therefore, it is a major issue for the development of China's paper industry to seriously study the current situation, existing problems and solutions of the utilization of waste paper resources

1 current situation of waste paper resource utilization

1.1 the proportion of waste paper in China's papermaking raw materials is higher than the world average

waste paper at present, in the structure of papermaking raw materials in China, the proportion of waste paper is 44.0%, and the proportion of wood fiber raw materials is 23.1%; The proportion of waste paper in the world is 34.0%, and wood fiber raw materials account for 62.6% 11. Deformation measurement accuracy: within ± 0.5% of the indicated value;. The proportion of waste paper in China's papermaking raw materials exceeds the world average by 10 percentage points, which shows that China has a great dependence on waste paper resources

1.2 China's imported waste paper plays an important supporting role in the development of China's paper industry

the number of imported pulp and waste paper in China has increased rapidly in recent years, which is much higher than the growth rate of the total output of domestic paper and paperboard. In the five years from 1997 to 2001, the total output of paper and paperboard increased at an average annual rate of 3.9%, but the growth rate of imported pulp was 33.5%, and the growth rate of imported waste paper was as high as 41.1%. The ratio between the total output of imported waste paper and paper increased from 5.9% in 1997 to 20.1% in 2001 (see Table 1). It can be seen that imported waste paper plays an important supporting role in the development of China's paper industry
